This booklet examines the plight of homeless families who have children who need special educational services. It explores the magnitude of homelessness among families, provides empirical descriptions of homeless populations, and identifies factors contributing to the rising incidence of homelessness in the United States. Specific effects of homelessness on children and youth are considered. The booklet also discusses educational implications and documents federal programs that have been enacted to attempt to meet the educational needs of students who are homeless. Implications for teachers in relation to children with special needs and general teaching strategies are provided. Barriers to the provision of educational services are delineated and discussed in terms of their implications for administrators.
